The Iraq war of 2003 was the dawn of both soft and hard impact and influence of the United States of America in this country. After the evacuation of American militants and the end of military presence in Iraq, United States continued its influence through cultural diplomacy and soft power. Unites states agency for international development as one of the most critical tools of cultural diplomacy in developing countries especially Iraq, started its activities in Iraq from 2003. In 2014 had undertook its activities in form of eight major projects. In this essay besides discussing the change in United States' approach after military evacuation from Iraq, activities of the agency in 2014 were reviewed by content analysis method and according to this analysis the United States' cultural approach in Iraq was deducted. The focus of the agency has been mostly on training of executive-managerial staff and government officials of Iraq and most of the trainings has been done in workshop method. Dealing with unemployment issue and skill training were priorities of this agency. Focusing on activities related to political sphere and also intense activities in developed provinces like Baghdad, Erbil, and Basra were prominent among programs. Supporting fair interaction with vulnerable population and prohibiting the violation of their rights were among other priorities of the agency. Great coordination with Iraqi officials had been resulted in the state that the agency activities had the strongest support of Iraqi governmental institutions.
