Meanwhile, the Bahrain is of great importance because of the majority of the Shia population under the leadership of Ayatollah Shaykh Isa Qassim and the general demand for democratic reforms at the start of the country's 2011 transformation, and the possibility of conceding its democratic model to other Arab states of the region. This paper seeks to elucidate the political views and views of Shaykh Isa Qassem, a prominent Islamist leader and leader of Shi'a Bahrain, through drawing on Skinner's intentional hermeneutic approach to draw his views on the relationship between Islam and politics and the concept of a desirable government. The findings of this paper indicate that according to the system of monotheistic views of Sheikh Isa Qassim and the necessity of linking Islam and politics from his point of view and the necessity of forming an Islamic government by the Faqih (during the period of the great absence), it seems that his desired state in the present era, which can absolutely meet the community's problems and needs, an Islamic state led by the Velayate Faqih. Of course, Ayatollah Qasim's desirable government is in the realm of opinion, but what is possible in the realm of action for him and the people of Bahrain is a constitutional monarchy in which the powers of the king are reduced and added to the authority of the people.
