fa ملاک های تحقق شاخصه های کارآمدی نظام ولایت فقیه در جمهوری اسلامی ایران بر اساس مقدورات و موانع تخصصي Special پژوهشي Research <span style="font-size:11pt"><span style="text-justify:kashida"><span style="text-kashida:0%"><span style="line-height:normal"><span style="direction:rtl"><span style="unicode-bidi:embed"><span calibri="" style="font-family:"><span b="" nazanin="" style="font-family:"><span style="color:black">سوالی که در این پژوهش در پی پاسخ به آن هستیم این است که شاخصه‌ها و ملاک های تحقق کارآمدی نظام ولایت فقیه بر مبنای مقدورات و موانع چیست؟ <b>روش:</b> این پژوهش به روش اسنادی </span></span><span new="" roman="" style="font-family:" times=""><span style="color:black">&ndash;</span></span><span b="" nazanin="" style="font-family:"><span style="color:black"> کتابخانه ای و با استفاده از &nbsp;چارچوب مفهومی نظریه توفیق که از نظریات موجود در باب سنجش کارآمدی دولتهاست، انجام شده است. <b>یافته ها:</b> شاخصه ها ی کارآمدی بنابر آنچه از مبانی نظریه ولایت فقیه و از </span></span><span b="" nazanin="" style="font-family:"><span style="color:black">منظومه</span></span><span b="" nazanin="" style="font-family:"><span style="color:black"> فکری رهبران آن استخراج شده اند، بنابر اولویت بندی&nbsp; عبارتند از: 1 ـ حاکمیت قانون 2 ـ عدالت اجتماعی 3 ـ امنیت و ثبات سیاسی 4 ـ مسئولیت پذیری و نظارت </span></span><span dir="LTR" new="" roman="" style="font-family:" times=""><span style="color:black">5</span></span><span b="" nazanin="" style="font-family:"><span style="color:black">- مشارکت سیاسی. این شاخصه‌ها با ملاک های روشی عقل‌گرایی، مصلحت‌محوری و وحدت‌گرایی مورد ملاحظه قرار می‌گیرند.</span></span> <span b="" nazanin="" style="font-family:"><span style="color:black">یافته های پژوهش ، با توجه به سه سطح تحلیل کارآمدی توفیق که عبارت است از: اهداف، امکانات و موانع، علی رغم حجم گسترده موانع درونی و بیرونی ، اعم از سیاسی، اقتصادی و فرهنگی و محدودیت امکانات، نظام جمهوری اسلامی در جهت رسیدن به اهداف تاسیس نظام سیاسی خود، </span></span><span b="" nazanin="" style="font-family:"><span style="color:black">با شاخصه های مذکور، </span></span><span b="" nazanin="" style="font-family:"><span style="color:black">موفق عمل کرده و نمونه یک سیستم کارآمد براساس مولفه های کارآمدی را ارائه داده است لکن ادامه مسیر موفق آن، نیازمند الگو و نرم‌افزارهایی است که تولیدات فکری و علمی خودرا مبتنی بر همان اصول تاسیسی و ارزش‌های والای دینی خود ارتقا بخشد.</span></span></span></span></span></span></span></span></span><br> &nbsp; The question that we seek to answer in this research is, what are the indicators and criteria for realizing the efficiency of the Velayat al-Faqih system based on capabilities and obstacles? Method: This research was carried out using the documentary-library method and using the conceptual framework of Tawfiq theory, which is one of the existing theories about measuring the efficiency of governments. Findings: According to what has been extracted from the foundations of the theory of velayat al-faqih and from the intellectual system of its leaders, the efficiency indicators are: 1- rule of law 2- social justice 3- security and political stability 4- responsibility and supervision 5- Political participation. These indicators are considered with the methodological criteria of rationalism, expediency, and unity.
