fa نقش دستگاه های نظارتی بر ارتقاء سلامت اداری در سازمان های دولتی ایران و عراق The role of supervisory bodies in promoting administrative health in government organizations in Iran and Iraq تخصصي Special پژوهشي Research موضوع سلامت اداری نیز از جمله مباحث با زیربنای اخلاقی در سیستم مدل اخلاق اداری است که مولفه های مختلفی در طراحی این مدل اخلاقی نقش دارد و یکی از مهم ترین آن ها ، نظارت و کنترل اداری است با بررسی اجمالی در دهه اخیر شواهدی چون عدم تحقق اهداف سازمانی ، پائین بودن بهره وری، نارضایتی ارباب رجوع، ناکافی بودن سلامت اداری – مالی نشان می دهد رگه های از فساد اداری در ایران و عراق را مشاهده کرد که این مهم نیازمند بکارگیری ابزارهایی برای نظارت دستگاه های نظارتی جهت ارتقاء سلامت اداری در سازمان های دولتی ایران و عراق را الزامی کرده است .از اساسی ترین مولفه ها که در تمامی کشورها من جمله ایران و عراق ، اثر معنی داری بر کاهش فساد و ارتقاء سلامت اداری در سازمانهای دولتی داشته است نظارت دستگاههای نظارتی بر سازمانهای دولتی است و انتخاب مرجعی صالح و سازوکاری مناسب برای اعمال این نظارت، میتواند تضمینی برای تأمین اصل حاکمیت قانون در دو کشور ایران و عراق باشد که هدف اساسی از نظارت دستگاههای نظارتی، ارتقاء سلامت اداری و جلـوگیری از فسـاد اداری و کنتـرل کیفیـت انجـام وظـایف و مسئولیت های محوله در سازمان های دولتی  ایران و عراق است. هدف این پژوهش آن بود که تأثیر نظارت دستگاه های نظارتی بر ارتقای سلامت اداری در سازمان های دولتی ایران و عراق مورد بررسی قرار دهد برهمین اساس پرسش اصلی پژوهش آن است که نظارت دستگاه های نظارتی در خصوص ارتقای سلامت اداری در سازمان های دولتی ایران و عراق بر چه مبنایی صورت می گیرد؟ با استفاده از منابع کتابخانه ای و به روش توصیفی و تحلیلی ضمن پاسخ به سؤال مذکور بیان گردید نظارت دستگاه های نظارتی بر مبنای قوانین موضوعه دو کشور و نیز ساختار قانون اساسی و قواعد شرعی صورت می گیرد.   The issue of administrative health is also one of the ethically based issues in the administrative ethics model system, which has various components that play a role in designing this ethical model, and one of the most important of them is administrative supervision and control. A brief review of the last decade shows evidence such as failure to achieve organizational goals, low productivity, client dissatisfaction, and insufficient administrative-financial health, indicating traces of administrative corruption in Iran and Iraq, which necessitates the use of tools to supervise supervisory bodies to promote administrative health in government organizations in Iran and Iraq. One of the most fundamental components that has had a significant effect on reducing corruption and promoting administrative health in government organizations in all countries, including Iran and Iraq, is the supervision of supervisory bodies over government organizations. Choosing a competent authority and an appropriate mechanism to implement this supervision can be a guarantee for ensuring the principle of the rule of law in the two countries of Iran and Iraq. The main purpose of supervising supervisory bodies is to promote administrative health, prevent administrative corruption, and control the quality of performing duties and responsibilities. The purpose of this study was to examine the impact of supervision by supervisory bodies on the promotion of administrative health in government organizations in Iran and Iraq. Accordingly, the main question of the study is: On what basis is supervision by supervisory bodies on the promotion of administrative health in government organizations in Iran and Iraq carried out?
