fa قدرت هوشمند در اندیشه آیت الله خامنه ای و تاثیر آن بر موقعیتمندی ایران در هندسه جدید قدرت جهانی Smart Power in Ayatollah Khamenei's Thought and Its Impact on Iran's Position in the New Geometry of Global Power تخصصي Special پژوهشي Research قرارگیری جهان در لحظه آفرینش هندسه نظمی نوین، علی‌رغم ایجاد تهدیدهای ناشی از آشوب دوران گذار، فرصت‌های بی بدیلی ‌را پیش روی بازیگران و قدرت های نوظهور از جمله جمهوری‌اسلامی ایران قرار داده است. بی تردید لازمه موقعیت مندی مطلوب در شرایط گذار به نظم جدید، فهم الگوهای تغییر در سطح ساختارها، اقدام کنشگران در سطح کارگزاران و همچنین درک اقتضائات، احتیاجات و ملاحظات این تحول عمیق است. در این میان، ارتقاء توان مولفه های قدرت سخت-نرم و نحوه تلفیق و تجمیع خردمندانه آنها، یعنی قدرت هوشمند، درجانمایی مناسب و موقعیت یابی راهبردی کشورها، من جمله ایران نقشی بی بدیل دارد که همواره در اندیشه آیت الله خامنه ای نمود داشته است. سئوال اصلی این پژوهش آن است که ایران با چه ظرفیت‌های سخت افزاری و نرم‌افزاری می‌تواند جایگاه خود را به‌عنوان قدرت منطقه‌ای در هندسه جدید قدرت جهانی تحکیم نماید؟(سئوال تحقیق) یافته‌های تحقیق ناظر بر آن است که ایران با ارتقاء مؤلفه‌ها ابعاد و پیامدهای کاربست قدرت سخت (قدرت نظامی، جغرافیای طبیعی، ارتقای توانمندی هسته‌ای، تقویت بازیگران غیردولتی همسو، تقویت ظرفیت اقتصاد مقاومتی) و همچنین قدرت نرم (ظرفیت های هویتی-فرهنگی، گفتمان انقلاب اسلامی، ظرفیت های دانشی- علمی، ارتباطات رسانه‌ای، تقویت گردشگری) و بکارگیری توامان قدرت سخت و نرم در قالب قدرت هوشمند، می‌تواند جایگاه موقعیت‌مند خویش را تثبیت و تهدیدهای ناشی از تِکانه های تغییر در این نظم جدید را مهار نماید.(فرضیه) این مقاله با استفاده از چهارچوب نظری قدرت هوشمند جوزف نای، به بررسی ظرفیت‌های قدرت سخت و نرم ایران در راستای تثبیت جایگاه این کشور به‌عنوان یک قدرت مؤثر منطقه‌ای در نظام بین‌الملل می‌پردازد(چارچوب نظری). روش تحقیق این پژوهش، کیفی-توصیفی است و داده‌ها از طریق مطالعات کتابخانه‌ای شامل اسناد، مقالات، کتاب‌ها و گزارش‌های معتبر گردآوری‌شده‌اند.   The world’s position at the moment of creating a new order geometry, despite the threats posed by the chaos of the transition period, has presented unique opportunities to emerging actors and powers, including the Islamic Republic of Iran. Undoubtedly, the prerequisite for a favorable position in the conditions of transition to a new order is to understand the patterns of change at the level of structures, the actions of actors at the level of agents, and also to understand the requirements, needs, and considerations of this profound transformation. In the meantime, enhancing the capabilities of the hard-soft power components and the way to integrate and integrate them wisely, that is, smart power, appropriate positioning, and strategic positioning of countries, including Iran, has an unparalleled role that has always been reflected in the thinking of Ayatollah Khamenei. The main question of this research is: With what hardware and software capacities can Iran consolidate its position as a regional power in the new geometry of global power? (Research question) The research findings indicate that by enhancing the components, dimensions, and consequences of the application of hard power (military power, natural geography, enhancing nuclear capability, strengthening aligned non-state actors, strengthening the capacity of the resistance economy) and also soft power (identity-cultural capacities, Islamic Revolution discourse, scientific-knowledge capacities, media communications, strengthening tourism) and by simultaneously employing hard and soft power in the form of smart power, Iran can consolidate its position and contain the threats arising from the shocks of change in this new order. (Hypothesis) Using Joseph Nye's smart power theoretical framework, this article examines Iran's hard and soft power capacities in order to consolidate this country's position as an effective regional power in the international system (Theoretical framework).
