fa تحلیل تاثیر نهادهای بین المللی و قدرت های نوظهور برتوسعه اقتصادی و سیاسی جمهوری اسلامی ایران Analysis of the Impact of International Institutions and Emerging Powers on the Economic and Political Development of the Islamic Republic of Iran تخصصي Special پژوهشي Research نهادهای بین‌المللی از ارکان مهم نظم جهانی به‌ شمار می‌روند که در فرآیندهای سیاسی، اقتصادی و اجتماعی نقشی فراتر از حد کارکردهای سنتی خود ایفا می‌کنند. در جهان پیچیده امروز، این نهادها تنها مسیر همکاری‌ را هموار نمی کنند، بلکه با مجموعه ای از ساز و کارهای خود می توانند به افزایش سرعت اثرگذاری کشورها و شکل گیری شیوه های جدید در نظام بین‌الملل کمک کنند. نقشی که در این پژوهش از آن با عنوان شتاب دهنده یادشده است. استفاده از این مفهوم کوششی است برای توضیح بهتر ظرفیت هایی که نهادها در تقویت قدرت و نفوذ کشورها ایجاد می کنند. تمرکز اصلی پژوهش حاضر بر این است که جمهوری اسلامی ایران چگونه می‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌تواند با استفاده ازظرفیت‌های نهادهای بین‌المللی، جایگاه سیاسی و اقتصادی خود را در عرصه جهانی بهبود بخشد. چارچوب نظری این پژوهش بر نهادگرایی لیبرال و واقع‌گرایی نوین استوار است و در فرضیه اصلی آن این موضوع بیان شده که بهره‌گیری راهبردی ازساز و کارهای نهادی می‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌تواند به ارتقای موقعیت بین‌المللی ایران منجرشود. در این میان، تجربیات قدرت‌های نو ظهور مانند چین و هند در استفاده هوشمندانه از نهادها نیز به عنوان نمونه ای مقایسه ای مورد توجه قرارگرفته است. یافته‌های پژوهش نشان می‌دهدکه نهادهای بین‌المللی ازطریق ایجاد چارچوب های هنجاری، فراهم سازی بسترهای مشروعیت ساز، تنظیم روابط چند جانبه و افزایش کارآمدی همکاری ها می‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌توانند برای کشورها کارکردی شتاب دهنده داشته باشند. این مطالعه با روش توصیفی-تحلیلی و بهره‌گیری از داده‌های اسنادی و منابع کتابخانه‌ای انجام شده است و در پایان چارچوبی برای ارزیابی نقش نهادهای بین‌المللی در تقویت همگرایی و منافع ملی قدرت‌های نوظهور ارائه می‌شود.   International institutions are among the fundamental pillars of the global order, playing roles in political, economic, and social processes that extend far beyond their traditional functions.In today’s complex world, these institutions not only facilitate cooperation but also, through a set of institutional mechanisms, can accelerate states’ influence and contribute to the emergence of new patterns within the international system. In this research, this role is referred to as the “accelerator” function. Employing this concept is an attempt to better explain the capacities through which institutions enhance states’ power and influence. The main focus of this study is to examine how the Islamic Republic of Iran can utilize the potential of international institutions to improve its political and economic standing in the global arena. The theoretical framework of this research is grounded in Liberal Institutionalism and Neo-Realism, and the central hypothesis posits that the strategic use of institutional mechanisms can contribute to the enhancement of Iran’s international position. In this regard, the experiences of emerging powers such as China and India in their smart engagement with international institutions are considered as comparative case studies. The findings indicate that international institutions through the establishment of normative frameworks, the creation of legitimacy building platforms, the regulation of multilateral interactions, and the enhancement of the efficiency of cooperation can function as accelerators for states.
