fa مطالعه تطبیقی سیاست‌های علمی کشورهای ترکیه و مالزی با تمرکز بر علوم انسانی تخصصي Special گزارش مورد case report <span style="font-family:b lotus;"><span style="font-size:13.0pt;">سیاست(سیاست‌گذاری) علمی کشورها چارچوب اصلی فعالیت‌های علمی، پژوهشی و آموزشی کشورها را مشخص می‌کند. سیاست‌گذاری علمی در ارتباط مستقیم با سرنوشت مردم، گروه‌های سیاسی، اقتصادی و اجتماعی است. در این مقاله تلاش شده که سیاست علمی مالزی و ترکیه مورد تحلیل مقایسه‌ای قرار گیرد. پژوهش بر اساس روش توصیفی _تحلیلی و داده‌های لازم از طریق مطالعه اسنادی و کتابخانه و نیز سایت‌های رسمی سیاست‌گذاری علمی کشورهای مزبور استخراج‌شده است. </span></span><span style="font-family:b lotus;"><span style="font-size:13.0pt;">مقایسه این دو واحد سیاسی با توجه به دو مؤلفه &quot;ساختار و نهادهای مؤثر در سیاست‌گذاری علمی &quot; و &quot;میزان بودجه تخصیص‌یافته&quot; صورت می‌گیرد. </span></span><span style="font-family:b lotus;"><span style="font-size:13.0pt;">کشورهای مالزی و ترکیه به‌عنوان دو کشور عضو سازمان همکاری‌های اسلامی، با اعطای استقلال نسبی به مراکز علمی و افزایش ارتباطات بین‌المللی دانشگاه‌ها در مسیر توسعه علمی حرکت کردند. این کشورها با مشارکت بخش خصوصی، بودجه پژوهشی را افزایش دادند. در مالزی به‌طور مشخص توسعه علمی، نقش سکوی پرش را برای دستیابی به توسعه اقتصادی، اجتماعی و سیاسی داشت. مقایسه این دو واحد سیاسی با توجه به مؤلفه‌های مذکور، </span></span><span style="font-family:b lotus;"><span style="font-size:13.0pt;">می‌تواند چشم‌انداز مناسبی از سیاست علمی در این کشورها و مقایسه آن باسیاست گذاری علمی به‌ویژه در حوزه علوم انسانی در داخل کشور فراهم سازد تا از این رهگذر بتوان گامی در جهت توسعه سیاست‌گذاری علمی در کشور برداشت.</span></span><br> &nbsp; Scientific policy of the countries defines the main framework of scientific, research and educational activities of each country. Scientific policy is directly related to the fate of the people, and political, economic and social groups. This paper attempts to make a comparative analysis of the Malaysian and Turkish scientific policies. The research is based on descriptive-analytical method and the required data were collected through documentary and library studies as well as official scientific policy sites of these countries. The comparison of these two political states takes place according to the two components of the &quot;structure and institutions that are effective in scientific policy making&quot; and &quot;the amount of allocated funds&quot;. These countries, Malaysia and Turkey, as the two members of the Organization of Islamic Cooperation (OIC), moved towards the scientific development by granting relative independence to scientific centers and increasing the international connections of universities. These countries increased research budgets with participation of private sector. In Malaysia, in particular, scientific development played the role of jump platform for achieving economic, social and political development.
