fa تاثیر فرهنگ دولت گرا بر کارآمدی نظام سیاسی در جمهوری اسلامی ایران تخصصي Special پژوهشي Research <span style="font-family:2 lotus;"><span style="font-size:12.0pt;">در تعریفی اجمالی فرهنگ سیاسی به نحوه نگرش و بینش هر فرد نسبت به نظام سیاسی، شخصیت‌های سیاسی و کارکردها و وظایف آن‌ها و همچنین نگرش شخصیت‌های سیاسی نسبت به نقش و جایگاه مردم در نظام سیاسی گفته می‌شود. بر اساس این تعریف مجموع انتظارات مردم از نهاد دولت و مجموع انتظارت دولتمردان از مردم در قالب این فرهنگ سیاسی شکل می‌گیرد. این موضوع البته زمانی اهمیتی مضاعف می‌یابد که در بحث کارآمدی، نظام سیاسی کارآمد را نظامی می‌دانند که بتواند وظایفی را که بیشتر مردم از آن متوقع هستند انجام دهد و به اهدافی که بر حسب این وظایف برای خود مشخص ساخته دست یابد. به همین منظور از آنجا که نگاهی اجمالی به ویژگی‌های فرهنگ سیاسی ایران دولت‌گرا بودن آن را روشن می‌سازد هدف از انجام این پژوهش آن است که با استفاده از روشی توصیفی و تحلیلی به دنبال یافتن پاسخی برای این سوال باشد: </span></span><strong><span style="font-family:2 lotus;"><span style="font-size:12.0pt;">فرهنگ دولت‌گرا چه تاثیری بر کارآمدی نظام سیاسی در جمهوری اسلامی ایرن داشته است؟ </span></span></strong><span style="font-family:2 lotus;"><span style="font-size:12.0pt;">در پاسخ به این سوال فرضیه زیر مورد آزمون قرار می‌گیرد: <strong>فرهنگ دولت‌گرا با تبیین وظایف متعدد در عرصه‌ی سیاسی و اقتصادی برای دولت موجب ضعف کارآمدی نظام سیاسی در جمهوری اسلامی ایران شده است. </strong></span></span><span style="color:black;"><span style="font-family:2 lotus;"><span style="font-size:12.0pt;">نتایج پژوهش ضمن تائید فرضیه فوق گویای آن است که</span></span></span><span style="font-family:2 lotus;"><span style="font-size:12.0pt;"> فرهنگ دولت‌گرا موجب تداوم مشارکت منفعلانه و تضعیف احزاب سیاسی در عرصه‌ی سیاسی و شکل‌گیری انحصارات اقتصادی و به تبع آن تورم، بیکاری و افزایش فساد اقتصادی در عرصه اقتصادی شده است که خود موجبات ناکارآمدی نظام سیاسی است. </span></span><br> &nbsp; <strong>Briefly, Political culture refers to the attitude and insight of each individual towards the political system, political figures, their functions and duties, as well as the attitude of political figures towards the role and position of the people in the political system. According to this definition, the total expectations of the people from the state and the total expectations of the governors from the people are formed in the framework of this political culture. In the subject of efficacy, a political system is considered efficient if it can accomplish the tasks that the people expect from them and achieve the goals that they assigned for themselves according to these tasks. With a glimpse to the features of Iranian political culture, it becomes clear that Iran is state-oriented. Therefore, this study, by using a descriptive and analytical method, aims to find the answer to the question of: What is the effect of a state-oriented culture on the efficiency of the political system of the Islamic Republic of Iran? In response to this question, the following hypothesis was tested: the state-oriented culture has weakened the political system of Islamic Republic of Iran by explaining its various tasks in the political and economic arena for the government.
