fa تبیین عملکرد سازمان ملل متحد در قبال نسل‌کشی در میانمار Explaining UN Action Against Genocide in Myanmar تخصصي Special پژوهشي Research <div style="border:none;border-right:solid windowtext 1.0pt;padding:0in 4.0pt 0in 0in;">یکی از بزرگترین فجایع انسانی، در دو دهه اول قرن بیست و یکم در ایالت راخین میانمار و نسبت به مسلمانان روهینگیا اتفاق افتاد. پاکسازی قومی، نسلکشی، جرایم علیه بشریت و هر عنوان مشابه دیگری که بهنوعی جلوهای از نقض حقوق بشر محسوب شود، در قبال مسلمانان روهینگیا حادث شد. سوال اصلی این مقاله آن است که واکنش سازمان ملل متحد در قبال این فجایع چه بود؟ فرضیه مقاله که به روش توصیفی_تحلیلی بررسی شد، آن است که سازمان ملل متحد نسبت به فجایع انسانی در میانمار فقط به اظهار نظر شفاهی، صدور بیانیه، و نهایتاً صدور قطع نامههای توصیهای بسنده کرد.  این درحالیاست که انتظار میرفت این سازمان بر اساس اصل مسئولیت بین المللی حمایت، مداخله بشر دوستانه را در میانمار در دستور کار قرار میداد. تعاض رفتاری سازمان ملل متحد ناشی از اعمال فشار قدرتهای بزرگ است.  یافتههای مقاله  نشان داد که برخورد سازمان ملل نسبت به نقض حقوق بشر در کشورهای مختلف تابع استانداردهای دوگانه است. خوشبینانهترین حالت آن است که گفته شود قدرتهای بزرگ مانع از عملکرد مؤثر و مستقل سازمان ملل در برخورد با دولتهای ناقض حقوق بشر میشوند. </div> One of the greatest human calamities that occurred in the first two decades of the 21st century was in Rakhine Myanmar and towards Rohingya Muslims. Ethnic cleansing, genocide, crimes against humanity, and any other title that is somehow a manifestation of human rights abuses were committed against Rohingya Muslims. The main question of this article is: what was the UN response to these catastrophes? The hypothesis of the paper, which was examined through a descriptive-analytical approach, is that the United Nations was satisfied only with regard to humanitarian catastrophes in Myanmar only by verbal comment, the issuance of statements, and ultimately, the issuance of letters of recommendation. However, it was expected that this organization would launch humanitarian intervention in Myanmar under the principle of international responsibility for protection. The UN’s behavioral shift comes from the pressure of the great powers. The findings of the article show that the UN’s treatment of human rights violations in different countries is subject to double standards.
