In today's world literature, non-governmental organizations have been introduced as a tool to show the power of the people and mediate between the government and the people. And are of great importance Hence the people in the Islamic Republic of Iran which is a democratic government They have a special and high position. Therefore, in proportion to this position and importance, the institutions of the people have also played an important role in its victory and continuity. There are many principles in the constitution regarding being popular and respecting the rights of the people. The present article seeks to investigate the comparative study of the approach of the eighth and ninth governments of the Islamic Republic of Iran to cultural and social NGOs.
After expanding the conceptual space of the research topic, it explains the importance and position of people and their role in non-governmental organizations. According to the thematic documents presented in this article, the research method is descriptive-analytical and comparative. The method of collecting information in this article is library. The research findings indicate that the victory of the Islamic Revolution in February 1978,
 Changes in the political structure in Iran, the emergence of signs of democratic discourse instead of the discourse of absolute Pahlavi modernism And finally, the choice of the structure of the republic by the leaders of the revolution for the form of the system all signals a new beginning in the contemporary political life of Iran. And providing the ground for the formation of non-governmental institutions in the social and political structure of Iran was second;The strengthening of non-governmental organizations during the Khatami era was greater than during the Ahmadinejad era, and these organizations received more attention and importance during the eighth government.
