Today, Iran's borders include only Iran as an independent political entity. These borders are formed only on the basis of political treaties and cannot accommodate the territory of cultural Iran as a wider complex than political Iran. A historical-sociological look at many of the surrounding countries, all of which, with the exception of Armenia, are within the Islamic world, suggests that a large part of these regions, especially those that are somehow traced to the Iranian border tribes, both historically and Sociologically, they belong to an independent unit called Iran Farhangi, which has certain characteristics. This, unfortunately, has often been neglected by foreign policy makers. A review of different periods of the foreign policy of the Islamic Republic of Iran shows that the prevailing attitude towards these regions has been political-hardware rather than cultural-software. This negligence has caused a lot of damage to the country so far. Given the importance of this issue, the main question of this article in the first step focuses on why this region is a priority in the foreign policy of the Islamic Republic of Iran in terms of soft power characteristics and in the next step how to develop software capabilities of foreign policy in these regions. Is located.
To answer these questions, he collected the required information using the library method and then using the descriptive-analytical method and using Joseph Nye's teachings about soft power, especially his emphasis on the three components / aspects of "culture-beauty". "Fundamental Values-Glory" and "Foreign Policy-Benevolence" as the three main sources / dimensions of soft power, while reviewing the software capabilities of the foreign policy of the Islamic Republic of Iran in these areas to explain why these areas are a priority in foreign policy. A. Iran should be addressed from the perspective of the components of soft power. In the following, using the core-periphery doctrine, operational solutions have been presented to realize Iran's software capabilities in these areas.
