The world’s position at the moment of creating a new order geometry, despite the threats posed by the chaos of the transition period, has presented unique opportunities to emerging actors and powers, including the Islamic Republic of Iran. Undoubtedly, the prerequisite for a favorable position in the conditions of transition to a new order is to understand the patterns of change at the level of structures, the actions of actors at the level of agents, and also to understand the requirements, needs, and considerations of this profound transformation. In the meantime, enhancing the capabilities of the hard-soft power components and the way to integrate and integrate them wisely, that is, smart power, appropriate positioning, and strategic positioning of countries, including Iran, has an unparalleled role that has always been reflected in the thinking of Ayatollah Khamenei.
The main question of this research is: With what hardware and software capacities can Iran consolidate its position as a regional power in the new geometry of global power? (Research question) The research findings indicate that by enhancing the components, dimensions, and consequences of the application of hard power (military power, natural geography, enhancing nuclear capability, strengthening aligned non-state actors, strengthening the capacity of the resistance economy) and also soft power (identity-cultural capacities, Islamic Revolution discourse, scientific-knowledge capacities, media communications, strengthening tourism) and by simultaneously employing hard and soft power in the form of smart power, Iran can consolidate its position and contain the threats arising from the shocks of change in this new order. (Hypothesis) Using Joseph Nye's smart power theoretical framework, this article examines Iran's hard and soft power capacities in order to consolidate this country's position as an effective regional power in the international system (Theoretical framework). The research method of this study is qualitative-descriptive, and the data were collected through library studies, including documents, articles, books, and reliable reports.
