On the other hand, with the advent of both systems in Iraqi society, one wonders how the interaction of a single-party system with federalism is and what problems and challenges have arisen in this regard? It is a multifaceted community that has been formed in ancient times by the plurality of groups with a mosaic arrangement, and this ethnic, linguistic and religious diversity in the process of nation-state-building continued from the beginning of the establishment of the Ba'ath party to the new rulers. In this paper, using the descriptive–analytical method and conceptual model of Jean Blundell, the damages and challenges of the one-party system during the period of the Ba'ath Party's rule for federalism have been evaluated. The results suggest that the mosaic structure, social fragmentation, Ba'athist invasion, ambiguity in the sense of federalism and differences in perceptions, the severe repression of Akras and Shiites, and the inconsistency of the defenders of federalism have been one of the main challenges of the realization of federalism in Iraq under the rule of a single-party system. %> http://priw.ir/article-1-748-en.pdf %P 49-73 %& 49 %! %9 Research %L A-10-903-1 %+ Islamic Azad University %G eng %@ 2322-2980 %[ 2018
