fa نوآوری مبارزه با پول شوئی "راهکاری برای حکمرانی مطلوب اقتصادی در جمهوری اسلامی ایران " تخصصي Special پژوهشي Research <span style="font-size:11pt"><span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span calibri="" style="font-family:"><span lang="FA" style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:">حکمرانی مطلوب اقتصادی یکی از وجوه موثر سیاستگذاری اقتصادی در سالیان اخیر&nbsp; و در تعمیق انضباط مالی کشور می باشد که گرچه همواره مورد تاکید &nbsp;مقامات اقتصادی و سیاسی کشور بوده ، ولی &nbsp;بعضاً&nbsp; با عواملی مانند فساد اقتصادی و پولشوئی ، مخدوش گردیده است . با این وصف ، مبارزه با فساد و پولشوئی ، در آغازه هزاره سوم و با توجه به تبعات اقتصادی و امنیتی دامنه دار ، همواره در دستور کار سازمان های بین المللی و دولتها قرار داشته و مکانیزم و رژیم های حقوقی خاص نیز برای خنثی سازی این پدیده ها ، به رشته تحریر درآمده است . </span></span></span><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:">گرچه ابزارهای مانند گروه ویژه اقدام مالی و کنوانسیون مبارزه با تامین مالی تروریسم ( </span></span></span><span dir="LTR" style="font-size:12.0pt"><span style="line-height:115%"><span new="" roman="" style="font-family:" times="">FATF,CFT</span></span></span><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:"> ,</span></span></span><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span new="" roman="" style="font-family:" times="">&hellip;</span></span></span><span lang="AR-SA" style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:">) امروزه ابزارهای موثر مالی و استانداردهای مهم برای مبارزه با پولشوئی در ساختار نظام اقتصادی بین الملل می باشند ، ولی این تحقیق هم راستا با قرائتی از متخصصان ، بر این اعتقاد است که خود این ابزارها یک مدل حکمرانی از کنترل کشورهای دیگر توسط دول فرادست می باشند . به عبارتی این ابزارها ، معاهدات بین المللی نبوده و در قالب </span></span></span><span dir="LTR" style="font-size:12.0pt"><span style="line-height:115%"><span new="" roman="" style="font-family:" times="">NGOs</span></span></span><span style="font-size:12.0pt"><span style="line-height:115%"><span b="" nazanin="" style="font-family:"> تعریف می شوند که بستر ساز هژمونی دولتهای غربی و مطامع اقتصادی و سیاسی آنها می باشد&nbsp; . ولی فارغ از این ابزارها و کیفیت استفاده از آنها در مبارزه با پولشوئی ، نوآوری جدیدی که مطمع نظر این پژوهش می باشد&nbsp; ، مشارکت بخش خصوصی و حکمرانی خوب در زمینه مبارزه با پولشوئی در کشور می باشد . این تحقیق با روشی تحلیلی / توصیفی به نقش حکمرانی مطلوب &nbsp;به عنوان یک نوآوری خاص در مبارزه با پولشوئی می پردازد.</span></span></span><span lang="FA" style="font-size:12.0pt"><span style="line-height:115%"><span style="font-family:"B Nazanin""></span></span></span></span></span></span></span></span><br> &nbsp; <span style="font-size:11pt"><span style="line-height:115%"><span calibri="" style="font-family:"><span style="font-size:12.0pt"><span style="line-height:115%">The fight against corruption and money laundering, at the beginning of the third millennium and due to the wide-ranging economic and security consequences, has always been on the agenda of international organizations and governments and special mechanisms and legal regimes have been written to neutralize these phenomena. Although, instruments such as the Financial Action Task Force and the Convention for the combating the Financing of Terrorism (FATF, CFT,&nbsp; ..) are now effective financial instruments And there are important standards for combating money laundering in the structure of the international economic system. But, this research, in line with the reading of experts, believes that these tools themselves are a model of governing the control of other countries by superior governments. In other words, these instruments are not international treaties and are defined in the form of NGOs, which are the infrastructure of the hegemony of Western governments and their economic and political ambitions. But regardless of these tools and the quality of their use in the fight against money laundering, a new innovation that is subject to this research, Private sector participation and good governance in the fight against money laundering.
