fa رویکرد حقوق بشر بین المللی در قبال نفرت پراکنی مذهبی و اهانت به کتب و نمودهای مذهبی با تأکید بر قرآن سوزی International human rights approach to spreading religious hatred and insulting religious books and images With an emphasis on burning the Quran تخصصي Special پژوهشي Research در دهه های اخیر، اهانت به مقدسات دینی در کشورهای غربی به اشکال گوناگون رخ داده است. در این میان در رسانه ها بیشتر از سایر اشکال اهانت و نفرت پراکنی مذهبی، به درج کاریکاتورهای اسلام ستیزانه، سوزاندن و پاره کردن قرآن، پرداخته شده است. واکنش های عمومی ناشی از عدم تحمل و بردباری در سراسر جهان رو به افزایش است.این گونه رفتارها در زمان تنش های سیاسی گسترش بیشتری می یابد. با وجود اینکه، ادیان توحیدی معتقدند باید حرمت دیگران را رعایت کرد؛ اما نگاه‌های انسان محورانه (اومانیستی) و توحیدگریز حاکم بربرخی کشورهای غربی، به نحوی است که رویکردی منفعت‌طلبانه به ارزش‌ها داشته و آنچه که برای آنها منفعت دارد، واجد اصالت تلقی می شود. موازین و اسناد حقوق بشر بین‌المللی از منشور سازمان ملل متحد تا طرح اقدام رباط(2012) و اعلامیه بیروت(2017 )؛ نه تنها در محکوم کردن هرگونه تبلیغ برانگیزاننده تنفر مذهبی صراحت داشته بلکه دولت‌ها را به محدود کردن آزادی بیان درقبال چنین اقدامات و تبلیغاتی، متعهد کرده است. بنیادی ترین و ساده ترین شکل بردباری یا تساهل مذهبی، به رسمیت شناختن حقوق دیگران و احترام گذاردن به آن ها به خاطر شخصیت و هویّتشان است. آزادی بیان یک حق جمعی است که باید متضمن احترام به حقوق، حیثیت و آبروی دیگران، نظم عمومی و اخلاق حسنه باشد. نادیده گرفتن این شروط می تواند صلح و امنیت جوامع را به خطر اندازد. رفتارهای مشوق تنفر و جنایات ناشی از آن، جوامع را با تهدید حقوق فردی، کرامت و برابری انسانی مواجه ساخته و تقویت تنش‌ بین گروه‌های اجتماعی، برهم زدن آرامش و نظم عمومی و به خطر انداختن همزیستی مسالمت‌آمیز را درپی خواهد داشت. پاسخ به این اعمال باید قویاً در چارچوب قواعد بین المللی حقوق بشر، تثبیت شود. نتایج گزارش های بین المللی و تحلیل آنها نشان می دهد که در برخورد با اقدامات ضد مذهبی، گفتمان بهره مند از اطلاعات، باعث ایجاد دانش می شود و دانش و درک، می تواند با ترس و تعصب مقابله کند.   In recent decades, insults to religious sanctities have occurred in various forms in Western countries. Public reactions caused by intolerance and tolerance are increasing all over the world. Such behaviors are more widespread in times of political tensions. Although monotheistic religions believe that respect for others should be respected; However, the humanistic and non-monotheistic views of most of the western countries have a utilitarian approach to values and what is beneficial to them is considered authentic. International human rights standards and documents from the United Nations Charter to the Rabat Action Plan (2012) and the Beirut Declaration (2017); Not only has it been clear in condemning any propaganda inciting religious hatred, but it has also committed governments to limit freedom of expression in response to such actions and propaganda. The most basic and simplest form of tolerance or religious tolerance is recognizing the rights of others and respecting them because of their personality and identity. Freedom of speech is a collective right that must include respect for the rights, dignity and honor of others, public order and good morals. Ignoring these conditions can endanger the peace and security of societies. Behaviors that encourage hatred and the crimes that result from it, confront societies with threats to individual rights, dignity and human equality, and will result in strengthening the tension between social groups, disrupting peace and public order, and jeopardizing peaceful coexistence. The response to these actions must be firmly established within the framework of international human rights norms.
