fa همگرایی قومی و امنیت ملی در ایران: تحلیل نقش سیاست‌های دولتی تخصصي Special كاربردي Applicable <div style="text-align: justify;"><span style="font-size:11pt"><span style="line-height:150%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span new="" roman="" style="font-family:" times=""><span lang="AR-SA" style="font-size:13.0pt"><span style="line-height:150%"><span b="" style="font-family:" zar="">پژوهش حاضر با هدف تحلیل نقش سیاست‌های اجتماعی و اقتصادی دولت در شکل‌گیری همگرایی یا واگرایی قومی و پیامدهای آن برای امنیت ملی انجام شده است. مسئله اصلی تحقیق آن است که سیاست‌های دولتی از چه سازوکارهایی می‌توانند اعتماد اجتماعی و انسجام قومی را تقویت کنند یا در صورت ناکارآمدی، به تضعیف همگرایی و افزایش آسیب‌پذیری داخلی منجر شوند؟ روش تحقیق از نوع کیفی و مبتنی بر مصاحبه‌های نیمه‌ساختاریافته با نخبگان دانشگاهی، کنشگران فرهنگی و کارشناسان اجتماعی است. نمونه‌گیری به‌صورت هدفمند انجام شد و گردآوری داده‌ها تا رسیدن به اشباع نظری و مفهومی با 15 نفر ادامه یافت. تحلیل داده‌ها با استفاده از تحلیل تماتیک و کدگذاری مرحله‌ای صورت گرفت و برای افزایش اعتبار یافته‌ها از راهبردهای بازبینی مشارکت‌کنندگان، بازبینی همتا و ثبت مسیر تحلیل استفاده شد</span></span></span><span dir="LTR" style="font-size:13.0pt"><span style="line-height:150%">.</span></span><span style="font-size:13.0pt"><span style="line-height:150%"><span b="" style="font-family:" zar=""> یافته‌های پژوهش نشان می‌دهد که توزیع نابرابر منابع، تمرکزگرایی اداری، ضعف مشارکت محلی و بی‌توجهی به تنوع فرهنگی، از مهم‌ترین عوامل تضعیف همگرایی قومی هستند. در مقابل، عدالت توزیعی، تقویت نهادهای مدنی، مشارکت‌محوری و شفافیت نهادی، نقش مؤثری در افزایش اعتماد اجتماعی و ارتقای انسجام قومی ایفا می‌کنند. نتایج بیانگر آن است که همگرایی قومی محصول حکمرانی عادلانه و پایدار است و نقش مهمی در تقویت امنیت ملی دارد</span></span></span><span dir="LTR" style="font-size:13.0pt"><span style="line-height:150%">.</span></span></span></span></span></span></span></div> <p data-start="196" data-end="208"></p> <p data-end="1124" data-start="210" style="text-align: right;">This study aims to analyze the role of government social and economic policies in shaping ethnic integration or disintegration and their implications for national security. The main research question examines the mechanisms through which public policies can strengthen social trust and ethnic cohesion or, in cases of inefficiency, lead to weakened integration and increased internal vulnerability. The research adopts a qualitative approach based on semi-structured interviews with academic experts, cultural activists, and social specialists. Sampling was conducted purposefully, and data collection continued until theoretical and conceptual saturation was achieved with 15 participants. Data were analyzed using thematic analysis and step-by-step coding procedures. To enhance the credibility of the findings, strategies such as participant validation, peer review, and audit trail documentation were employed.</p> <p data-end="1701" data-start="1126" style="text-align: justify;">The findings indicate that unequal distribution of resources, administrative centralization, weak local participation, and neglect of cultural diversity are among the main factors undermining ethnic integration. In contrast, distributive justice, strengthening civil institutions, participatory governance, and institutional transparency play a significant role in enhancing social trust and promoting ethnic cohesion.
