Censorship and the suppression of truth have historically constituted one of the principal mechanisms through which political authorities consolidate and preserve their power. By restricting access to reliable information, concealing historical realities, and directing public opinion toward predetermined narratives, ruling elites have frequently sought to legitimize their political authority while silencing competing voices. The Holy Qur'an repeatedly condemns previous nations for concealing divine revelation, distorting sacred scriptures, and suppressing revealed truths, portraying such practices as major causes of religious and social corruption. Although the Qur'an itself remained divinely protected from textual alteration after the demise of Prophet Muhammad (PBUH), the transmission, documentation, and interpretation of the Prophet's Sunnah and Hadith became subject to unprecedented political restrictions. Consequently, an important part of the explanatory tradition of the Qur'an was marginalized, while political considerations increasingly influenced the preservation and dissemination of religious knowledge.
The present study investigates the phenomenon of censorship in the formative period of Islamic history by examining the policies adopted by the first three caliphs and subsequently institutionalized by the Umayyad dynasty. It seeks to identify the political motivations underlying the prohibition of Hadith transmission and compilation, the restriction of Qur'anic exegesis, and the emergence of systematic Hadith fabrication. Furthermore, the study analyzes how these policies contributed to reshaping religious memory and influenced the intellectual, theological, and political development of early Islamic civilization.

Methodology

This study employs a descriptive-analytical research design based on documentary and historical investigation. Primary data were collected from classical Islamic sources, including historical chronicles, Hadith collections, biographical dictionaries, and early works on Islamic historiography produced by both Sunni and Shi'a scholars. The collected materials were analyzed through historical-textual criticism and comparative source analysis. Rather than relying on isolated narrations, the study compares parallel historical reports in order to reconstruct the evolution of censorship policies and evaluate their relationship with contemporary political developments. Particular attention is given to official governmental directives, historical accounts concerning the prohibition of Hadith transmission, reports describing restrictions on Qur'anic interpretation, and evidence relating to the fabrication of traditions during the Umayyad period.

Findings

The findings indicate that censorship emerged shortly after the death of Prophet Muhammad (PBUH) and gradually developed into an official governmental policy. Historical reports suggest that the first caliph discouraged the public transmission of prophetic traditions on the grounds of preventing disagreement among Muslims and is further reported to have destroyed a written collection of approximately five hundred Hadiths. Although these measures were publicly justified as efforts to preserve religious unity and prevent inaccurate transmission, the available historical evidence suggests that political considerations also played a significant role.
During the caliphate of the second caliph, these restrictions became considerably more systematic. Numerous historical sources report opposition to the compilation of the Sunnah, the destruction of written Hadith collections, and official instructions discouraging the recording and dissemination of prophetic traditions. Such policies were justified by the concern that Muslims might become overly dependent upon Hadith literature in a manner similar to previous religious communities. Nevertheless, these measures substantially restricted the preservation of the Prophet's teachings and limited public access to the principal source for understanding the Qur'an.
The study further demonstrates that restrictions imposed upon Hadith transmission inevitably extended to Qur'anic exegesis. Since the earliest interpretations of the Qur'an were primarily based upon prophetic explanations and the reports of the Companions, limiting Hadith transmission also curtailed the development of Qur'anic interpretation. Historical evidence records several instances in which questioning ambiguous Qur'anic verses or presenting exegetical opinions provoked severe official reactions. Consequently, many prominent Companions and early Muslim scholars refrained from publicly discussing Qur'anic interpretation out of fear of political repercussions.
A major finding of this research concerns the transformation of censorship under the Umayyad dynasty. Whereas earlier policies primarily involved suppressing or restricting the circulation of specific traditions (negative censorship), the Umayyads institutionalized an additional strategy that may be described as positive censorship through the deliberate production and dissemination of politically motivated narratives. Historical evidence attributes to the Umayyad administration the issuance of directives prohibiting the narration of traditions concerning the virtues of Imam Ali (AS) and the Prophet's Household (Ahl al-Bayt), while simultaneously encouraging the fabrication and promotion of traditions praising selected political figures and legitimizing Umayyad rule.
The findings further reveal that Hadith fabrication extended beyond political legitimization. Fabricated traditions were also employed to redefine the public image of the Prophet Muhammad (PBUH), diminish the religious authority of the Ahl al-Bayt, and construct an alternative historical narrative supportive of the ruling establishment. Numerous reports concerning the virtues of Mu'awiyah and other Umayyad leaders appear to have emerged within this political environment. Conversely, individuals who narrated traditions in favor of the Ahl al-Bayt frequently encountered imprisonment, exile, confiscation of property, social exclusion, and, in many cases, execution. Such conditions gradually produced a widespread atmosphere of fear and self-censorship among scholars, traditionists, and ordinary believers.

Discussion and Conclusion
The evidence examined in this study demonstrates that censorship in early Islamic history cannot be adequately understood merely as an attempt to preserve the authenticity of religious transmission or
to safeguard the authority of the Qur'an. Rather, it constituted a comprehensive political strategy aimed at regulating the production, preservation, interpretation, and circulation of religious knowledge. The prohibition of Hadith transmission, restrictions on Qur'anic exegesis, suppression of
Politically sensitive traditions, and subsequent institutionalization of Hadith fabrication formed interconnected mechanisms through which political authorities sought to shape collective religious memory and consolidate their legitimacy.
The Umayyad period represents the culmination of this process, during which censorship evolved from the concealment of selected traditions into the systematic construction of alternative religious narratives. This transformation significantly influenced the preservation of Islamic intellectual heritage and contributed to the emergence of enduring theological, historical, and sectarian debates within the Muslim world. Accordingly, a critical reexamination of early Islamic historical and Hadith sources remains essential for distinguishing authentic prophetic traditions from politically motivated reports. Such an approach not only contributes to a more accurate understanding of the formative centuries of Islamic civilization but also provides an important methodological framework for contemporary scholarship in Islamic history, Hadith studies, Qur'anic exegesis, and the study of the interaction between political authority and religious knowledge.
