fa همبستگی اعلامی و تعهد نهادی در واکنش به جنگ دوازده‌روزه، تحلیل اسناد منتخب کشورهای اسلامی و سازمان همکاری اسلامی Declaratory Solidarity and Institutional Commitments in Response to the Twelve-Day War: An Analysis of Selected Documents from Muslim States and the OIC تخصصي Special پژوهشي Research جنگ دوازده‌روزه ژوئن ۲۰۲۵ این پرسش را پیش کشید که همبستگی اسلامی تا چه اندازه در واکنش مشترک دولت‌های مسلمان نمود می‌یابد. این مقاله با تحلیل کیفی هشت سند رسمی، شامل بیانیه‌های چندجانبه، قطعنامه سازمان همکاری اسلامی و مواضع عمان، قطر و ترکیه، نسبت میان محکومیت سیاسی، تعهد نهادی و اقدام گزارش‌شده را بررسی می‌کند. دو سند از سازمان ملل و نمایندگی اسرائیل نیز برای شناخت زمینه بحران استفاده شده‌اند. چارچوب مفهومی از سازه‌انگاری، منطق کنش جمعی و نهادگرایی بهره می‌گیرد و پیوند آنها را با مباحث سیاست داخلی و اعتبار تعهد روشن می‌کند. یافته‌ها به ترتیب سه سؤال پژوهش نشان می‌دهند که واکنش‌ها به محکومیت محدود نبوده‌اند؛ پیش‌بینی گروه تماس و تعیین مسئولیت‌های دیپلماتیک نیز در اسناد دیده می‌شود. دفاع از حاکمیت متقابل و گزارش تماس برای آتش‌بس، دو وجه دیگر واکنش‌ها هستند. بااین‌حال، تصویب تصمیم یا گزارش میانجی‌گری، اجرای فشار مشترک و تأثیر مستقل آن بر محاسبات اسرائیل را اثبات نمی‌کند. فقدان داده درباره دریافت پیام و فرایند تصمیم‌گیری مخاطب، همراه با وجود تبیین‌های رقیب، استنتاج علّی را محدود می‌سازد. بر این اساس، احتمال کاهش هزینه مورد انتظار حملات بر اثر ضعف اجرای تعهدهای جمعی همچنان نیازمند آزمون است. نتیجه پژوهش بر پیگیری مسئولیت‌های مشخص، دفاع متقابل از حاکمیت و حفظ مجاری کاهش تنش تأکید دارد و میان اعلام حمایت، اجرای تعهد و اثر سیاسی آن تمایز می‌گذارد.   T <h4 style="margin-right:18px; text-align:justify; margin-top:8px; margin-left:11px">he twelve-day war of June 2025 raised a question about Islamic solidarity: how far was it reflected in a joint response by Muslim states? This article uses qualitative document analysis to examine eight official texts, including multilateral statements, an OIC resolution, and statements from Oman, Qatar, and Türkiye. Two additional documents from the United Nations and Israel’s diplomatic mission provide context. The conceptual framework draws on constructivism, collective action, and institutionalism, with attention to domestic politics and the credibility of commitments. Organized around three research questions, the findings distinguish condemnation from assigned institutional responsibilities and reported action. They identify provisions for a ministerial contact group, diplomatic tasks, reciprocal claims concerning sovereignty, and reported contacts concerning a ceasefire. These texts, however, do not establish that collective pressure was implemented or that it independently influenced Israeli calculations. Evidence about how decision-makers received these messages and incorporated them into their choices is missing, while competing explanations remain relevant. The possibility that weak implementation of collective commitments lowered the expected costs of continued attacks therefore remains a hypothesis. The article argues for reviewable responsibilities, reciprocal protection of sovereignty, and continued channels for de-escalation.
