تأملی انتقادی در «منطق تعریف مناطق» و «رویکردهای مرسوم در مطالعات منطقهای» (مطالعه موردی:«خاورمیانه»)

<p dir="RTL" style="text-align: justify">نامگذاری مناطق و تعیین حدود سرزمینی صرفاً یک برچسب خنثی نیست که به یک محدوده جغرافیایی زده شود بلکه از منطق و مقصودی حکایت میکند که بر رویکردهای مطالعاتی آن منطقه تأثیر میگذارد به طوریکه اسامی مناطق را باید یک «مفهوم» و نه یک «نام» در نظر گرفت. متقابلاً رویکردهای مرسوم در مطالعات منطقهای نیز بر تحدید و گسترش جغرافیایی منطقه مطالعاتی و بر بار مفهومی آن منطقه تأثیرگذار است. منطقهای که در رویکردهای مرسوم «خاورمیانه» خوانده میشود از حساسترین و پیچیدهترین مناطق دنیا است. این مقاله در پی آن است تا از یک سو به بررسی تأثیرات متقابل نامگذاری این منطقه بر رویکردهای غالب در مطالعات آن بپردازد و از سوی دیگر به طور مجزا تبعات نامگذاری اروپا محور و سنتهای ناکارآمد مطالعات خاورمیانه را واکاود. امروزه مفهوم «خاورمیانه» با منطقهای آشوبزا و امنیتی مترادف دانسته میشود و پارامترهای فرهنگی آن نادیده گرفته میشود. هم چنین «مطالعات خاورمیانه» که در شکل اولیه خود متأثر از سنت «شرقشناسی» بود امروزه به شدت از سنت «روابط بینالملل» متأثر است. معرفتشناسی سکولار غربی که در ماهیت سنت روابط بینالملل جاری است از فهم و تحلیل عمیق مسائل این منطقه ناتوان است. نگاهی گذرا به تحولات معاصر منطقه نشان میدهد برای بررسی رویدادهای این منطقه باید به طور اصولی در نامگذاری و رویکردهای مطالعاتی تجدید نظر شود. پرسش محوری این مقاله که تلاش میشود در مسیر پاسخ به آن حرکت کنیم آن است که منطق، ملاکها و معیارهای تعریف یک منطقه به صورت عام و منطقه مورد نظر به صورت خاص برای سازگاری با واقعیتهای تاریخی و فرهنگی و نیازهای امروز جوامع و واحدهای ملی واقع در آن و سامان بخشی به مطالعات این حوزه کدامند. پیشنهاد جایگزین این نوشتار مفهوم «آسیای غربی» به عنوان مفهومی بومی و درونزا و «مطالعات آسیای غربی» با تأکید بر مطالعات فرهنگی و تاریخی، علاوه بر مطالعات امنیتی، سیاسی و حقوقی است.</p>
<p style="text-align: justify">Naming the regions and demarcating the boundaries of a land are not merely a neutral label to be pinned to a geographical region so much as a logic emanated from the research approaches to that region. That is, names of different regions should be regarded as “concepts” rather than “names.” Reciprocally, prevalent approaches in regional studies influence upon geographical demarcation and expansion of a research region as well as upon the conceptual weight of that region. “Middle East” is, in the prevalent approaches, one of the most subtle and complex regions of the world. This article is aimed at investigating the effects of titling this region on the prevalent approaches, on the one hand, and probing separately the Europocentric naming and ineffectual traditions of the Middle East studies, on the other. Middle East, as is known today, is synonymous to a security-based land of intense chaos, in which cultural elements are totally ignored. Whereas the Middle East studies, in their rudimentary form, were influenced by Orientalism, they are at present highly impacted by the tradition of international relations. Western secular epistemology, which has infiltrated in the nature of international relations, is unable to shed a glaring light on the region-related issues. An urgent revision in naming the research approaches was found to be indispensable in order to analyze the regional occurrences, after a glance was given to the contemporary evolutions of the region. The key question of the present article, toward which we are intending to proceed, is “What are the logics, standards, and criteria of defining <em>a</em> region, in general, and <em>the</em> region, in particular, in order to make possible a survey consistent with historical and cultural realities, present-day needs of the society, and the national institutions located thereon?”</p>
<p style="text-align: justify">The alternate option offered by this study is the idea of “Western Asia” as a native, intrinsic concept, and the “Western Asia Studies” directed toward historical and cultural, added to security, political, and legal, studies.</p>
