E-government represents a mode through which governments employ new technologies to provide individuals with facilitated access to public information and governmental services, improve the quality of service delivery, and offer broader opportunities for participation in democratic processes and institutions. Moreover, the effective implementation of e-government - through the creation of a transparent, accountable, and trust-based environment - by enhancing transparency in information and communications enabled by modern information technologies, is considered an unparalleled strategy for strengthening the rule of law and reducing administrative corruption. The fundamental research question of this study is: what impact do e-government initiatives have on the rule of law and transparency in Iran and Malaysia? In order to gain a deeper understanding of the state of e-government in Iran, this study compares Iran’s experience with that of Malaysia.The findings indicate that Malaysia, through extensive investment in digital infrastructure, the establishment of integrated systems, and the promotion of a culture of transparency, has succeeded in achieving a high level of good governance and has significantly improved indicators related to transparency, the rule of law, access to justice, and anti-corruption. In contrast, although Iran has taken important steps by launching platforms such as Sana and My Government, it continues to face challenges including weak system integration, slow operational processes, incomplete service coverage, and limitations in access to free and public information. Employing a descriptive–comparative methodology, the present study examines the impact of e-government on the rule of law and transparency in Iran and Malaysia.
