Since 1953 and the establishment of the Pahlavi II absolutist government and the replacement of the old political elite with the elite loyal to the king, a new period of modernization began in Iran. The increase in oil revenues and the government's independence from the political elites, the Shah became less interested in employing independent and critical elites, and gradually the arena the country's politicians replaced the previous elites with elites who depended on and obeyed the orders of the Shah's policies. The main question of the current research is what role did the ruling political elites play in the modernization of the country during the second Pahlavi period? In this research, by examining the characteristics and actions of the ruling elites in the second Pahlavi period, an attempt was made to examine the modernization policy. Pahlavi II also strengthened the inclusive government in Iran by relying on the increasing oil income and the expansion of the bureaucracy. The political elites were one of the most important groups implementing this dictatorial development, which provided stunning economic growth for our country with their intelligence and continuous effort. The findings of this research show that the ruling political elites had effective achievements in the implementation of economic and industrial development policies, but they were not very successful in political development and decision-making independence from the government. The research was conducted in a descriptive-analytical manner and based on historical studies and library resources.
