Seeking to find the dimensions of the relationship between the government and the people in wartime conditions, the authors, using a descriptive-analytical approach, came to the following conclusion: The people are considered the initiator and the end of the relationship with the government. What makes the relationship between the government and the people continue is attention to mutual rights and duties, the most important of which are observing the interests and creating security as the right of the people and the necessity of loyalty to the oath and obedience to the ruler as the right of the ruler. The confrontation of the 12-day war showed that in current Iranian society, although there are differences with the structure of the political system, the general public is still willing to obey the ruler of society (not the government of the time) Because the survival of security is achieved through the wisdom and expertise of leaders who prioritize the public interest over personal interests. However, there are gaps in the functioning of the governing body with a Sharia structure, and by changing the approach of the Islamic Consultative Assembly, it becomes possible to increase the connection between society and the government.
