Abstract
The foreign policy of the Islamic Republic of Iran, as an integral component of the intellectual and practical system of the Islamic Revolution, is grounded in principles rooted in Qur’anic and divine teachings. Among the most fundamental of these principles are anti‑arrogance orientation and systematic enemy recognition, which play a decisive role in understanding the behavior of hegemonic powers and in formulating strategies for confronting them. This study aims to elucidate the Qur’anic logic of anti‑arrogance and enemy recognition in the foreign policy of the Islamic Republic of Iran through an analysis of Surah Al‑Hashr and its reinterpretation within the intellectual framework of Ayatollah Khamenei. In this context, the United States of America is examined as a paradigmatic manifestation of global arrogance and domination. The research adopts a descriptive–analytical methodology, relying on a conceptual analysis of verses 1–5 of Surah Al‑Hashr and their application to Ayatollah Khamenei’s interpretive approach and strategic perspectives on foreign policy, the global system of domination, and international relations. The findings demonstrate that Surah Al‑Hashr, by emphasizing concepts such as the enemy’s strategic miscalculation, illusory power, internal disintegration, the role of hypocrisy, and psychological warfare, provides a coherent and systematic framework for understanding the conduct of hegemonic powers.The results further indicate that enemy recognition in the foreign policy of the Islamic Republic of Iran is based on a synthesis of strategic rationality, faith‑based conviction, internal cohesion, and a precise understanding of the structural vulnerabilities of the adversary. Within this framework, confrontation with the United States is interpreted not as a reactive policy, but as a proactive and Qur’an‑based strategic approach grounded in Ayatollah Khamenei’s interpretation of power relations and the gradual decline of hegemonic dominance.
