The issue of administrative health is also one of the ethically based issues in the administrative ethics model system, which has various components that play a role in designing this ethical model, and one of the most important of them is administrative supervision and control. A brief review of the last decade shows evidence such as failure to achieve organizational goals, low productivity, client dissatisfaction, and insufficient administrative-financial health, indicating traces of administrative corruption in Iran and Iraq, which necessitates the use of tools to supervise supervisory bodies to promote administrative health in government organizations in Iran and Iraq. One of the most fundamental components that has had a significant effect on reducing corruption and promoting administrative health in government organizations in all countries, including Iran and Iraq, is the supervision of supervisory bodies over government organizations. Choosing a competent authority and an appropriate mechanism to implement this supervision can be a guarantee for ensuring the principle of the rule of law in the two countries of Iran and Iraq. The main purpose of supervising supervisory bodies is to promote administrative health, prevent administrative corruption, and control the quality of performing duties and responsibilities. The purpose of this study was to examine the impact of supervision by supervisory bodies on the promotion of administrative health in government organizations in Iran and Iraq. Accordingly, the main question of the study is: On what basis is supervision by supervisory bodies on the promotion of administrative health in government organizations in Iran and Iraq carried out? Using library resources and a descriptive and analytical method, it was stated that supervision by supervisory bodies is carried out based on the laws of the two countries, as well as the structure of the constitution and Islamic rules.
