The September 11, 2001 incident brought about US foreign policy revisions on some issues, values and areas. The issue of developing democracy in the Middle East has been one of these issues. The September 11, 2001 incident in the Bush administration's presidency and the developments in North Africa and the Arab Middle East in 2011 to Tramp's presidency, have faced the foreign policy of US against this part of the world with new opportunities and challenges. Central identity as one of the components of US foreign policy at this time was encountered with the complex and multifaceted structure of the Middle East region and faced the foreign policy of this country with come challenges. Accordingly, this research seeks to examine this issue by collecting information in a library method based on the theoretical framework of constructivism, especially the Systematic type of Alexander Wendt. Research results suggest that in spite of American rhetoric in the field of democracy, The nature and manner of engagement of this country with its complex structure and contradictory view of the Middle East region have shaped the disruption of the development of democracy and, in some cases, the spread of controlled democracy in the Middle East in the early of the new century.
